What Do PSLE Higher Chinese Grades Actually Do?

PSLE Higher Chinese is graded Distinction, Merit, Pass or Ungraded, rather than AL1 to AL8.1
The result matters, but not in the way many families assume. A Higher Chinese grade does not change the overall PSLE Score. Its most direct effects are on SAP-school posting and eligibility to offer Higher Mother Tongue Language in secondary school.
Higher Chinese is excluded from the PSLE Score
SEAB states that the PSLE Score is derived from the student's overall performance in all subjects except Higher Chinese, Higher Malay and Higher Tamil.1
A Distinction therefore does not reduce the numerical PSLE Score, while a Pass does not make it worse.
This distinction matters because the same HCL result can still be useful elsewhere in the Secondary 1 process.
All three passing HCL grades can provide a SAP-school posting advantage
Students do not have to take Higher Chinese in order to enter a Special Assistance Plan (SAP) school. The posting advantage applies to students with a PSLE Score of 14 or better and a Distinction, Merit or Pass in HCL.23
When students with the same PSLE Score compete for limited places in the same SAP school, the HCL order is:
Distinction → Merit → Pass, ahead of students without that HCL posting advantage.4
The HCL advantage is applied before the usual S1 posting tie-breakers.
This does not mean that a strong HCL grade overrides the PSLE Score. It is a posting advantage within the SAP-school allocation rules, not a deduction from the PSLE Score.
Distinction and Merit have another role from 2026
From the 2026 Secondary 1 cohort, a student may offer Higher Mother Tongue Language in secondary school if the student obtains either:
- AL1 or AL2 in Mother Tongue Language at PSLE, or
- Distinction or Merit in Higher Mother Tongue Language at PSLE,
regardless of the overall PSLE Score.5
Looking only at the HCL grade, Distinction and Merit therefore satisfy the nationally announced direct eligibility criteria.
A Pass by itself does not appear in that direct eligibility rule.
However, a student with HCL Pass or Ungraded may still qualify if the student's Standard Chinese result is AL1 or AL2.5
What if the student has HCL Pass and does not meet the MTL AL1/AL2 criterion?
The student does not automatically qualify through the national PSLE-based HMTL criteria.5
That does not necessarily close the door permanently. Full Subject-Based Banding allows subject levels to be adjusted as students progress,6 and current school implementation information shows that students who were not initially eligible may later be considered for HMTL based on secondary-school academic performance, MTL results and teacher recommendation.7
The precise school process may differ, so families should check with the secondary school concerned.
Does a PSLE HCL Distinction provide a JC bonus later?
Not directly.
Under the announced 2028 JC L1R4 bonus-point framework, the Higher Mother Tongue bonus is based on secondary-level English and Higher Mother Tongue grades of A1 to C6 in both subjects.8
From 2028, the general JC bonus-point cap is 3 points. Qualifying for the HMTL bonus does not necessarily mean a further two-point deduction after other bonuses have been applied.8
That is a different examination stage.
The useful distinction is:
PSLE HCL grade
→ SAP-school posting advantage
→ Secondary HMTL eligibility
Secondary HMTL result → later post-secondary admission rules.

A student with HCL Pass or Ungraded may nevertheless qualify for Secondary HMTL through a Standard MTL result of AL1 or AL2.5
The key is therefore not to ask simply whether Distinction is “worth more points”. PSLE Score, SAP-school posting advantage and Secondary HMTL eligibility are three different mechanisms.
